Sampled-period findings

16th Street & Monon: sampled periods before and after the April 25, 2026 build

Recorded speeds were lower after the build in the sampled weekday mornings, weekday evenings and weekend afternoons. Each retained speed reading receives equal weight. These are comparisons of the periods volunteers sampled; collection windows differ and the data do not isolate the build's effect.

PRE: March 27-April 23, 2026. POST: April 28-May 31, 2026. Times are recorded session labels, treated as Indianapolis local time. There are no individual vehicle timestamps.

Which readings are included: the time-of-day comparisons use 3,594 PRE and 5,106 POST retained speed readings with recorded period labels. A further 286 PRE readings have no period label and remain in the overall phase total. Two POST readings remain excluded under the r2 quality flags. "Above 25 mph" means strictly greater than 25, using retained readings as the denominator.

Collection limits: Wednesday AM windows do not overlap: PRE 08:05-08:30 versus POST 08:34-09:34. Other shift clocks vary or are missing. Four nonempty PRE April 23 evening records overlap; repeat sampling of vehicles is unverified. Excluding that entire evening gives means of 22.5 PRE and 15.8 POST mph, so the lower POST mean persists. No records were silently deduplicated.

The instrument recorded slower speeds at a 10 mph floor. These samples do not establish hourly patterns across the full day, comparisons between distinct geographic collection points, or a causal effect.

Individual collection sessions: dates, recorded clocks and speeds

All 30 session records appear below. Missing or ambiguous times are preserved; the empty session contributes no speed readings and is never treated as a zero-speed mean. On small screens, scroll the table horizontally.

Recorded mean speed: weekday mornings 22.5 PRE to 18.9 POST mph, weekday evenings 21.8 to 15.8, weekend afternoons 24.0 to 17.3. Sampled collection windows differ.

Retained readings above 25 mph: weekday mornings 28.4% PRE to 10.1% POST, weekday evenings 28.4% to 2.2%, weekend afternoons 39.3% to 5.2%. These are descriptive sampled-period comparisons.
Open above-25-mph chart. The denominator is retained speed readings in each sampled period.
Supporting checks: how collection weights affect mean speed

The main figures pool retained readings. Equal-session checks average nonempty session means; equal-date checks pool readings per date and then average date means. Neither establishes independent observations. Shared-weekday checks retain only weekdays sampled in both phases, then equally average their pooled means. This changes included observations as well as weights and does not adjust away differences in exact clocks, weather, traffic mix, observers or seasonal conditions.

These are sensitivities of the mean, not confidence intervals or adjusted causal estimates. They do not reweight the displayed percentiles or threshold shares.

Shared weekdays are Tuesday/Wednesday for mornings, Tuesday/Thursday for weekday evenings, and Saturday/Sunday for weekend afternoons. For weekday evenings, removing unmatched PRE Wednesday/Friday and changing weights moves the mean difference from -6.0 to -3.1 mph. Assuming the unlabeled PRE Saturday session belongs to weekend PM changes that comparison from -6.7 to -6.0 mph; its actual period remains unverified.

Methods and reproduction

16th Street and Monon Trail, Indianapolis. Analysis dated October 4, 2026. Source: public speed-study release r2 (September 17, 2026).

PRE March 27-April 23, 2026; POST April 28-May 31, after the April 25 build. Dates are irregular volunteer samples, not continuous monitoring. Session clocks are assumed Indianapolis local time; the source records no explicit timezone. No individual speed reading has a timestamp. AM/PM labels are recorded session fields. Split PM into weekday evenings and weekend afternoons using recorded dates.

8,986 speed readings retained: 3,880 PRE and 5,106 POST. The two r2 flagged POST readings remain excluded; raw rows stay in the source release. Period comparisons exclude 286 PRE readings without a recorded period, so their PRE denominator is 3,594. These counts do not establish distinct vehicle identities. The instrument recorded slower vehicles at a 10 mph floor, according to the existing study notes.

Pool retained readings within each period and phase. Give each reading equal weight. Count above-25 speeds strictly greater than 25; divide by retained n. Quantiles use linear interpolation. An empty session contributes no speed mean.

Collection windows differ. Wednesday AM PRE 08:05-08:30 and POST 08:34-09:34 do not overlap. Other times vary or are ambiguous/missing. Four April 23 PRE PM records overlap; repeated vehicle sampling is unverified. Records are not silently deduplicated. Excluding all April 23 PRE PM records gives 22.5 to 15.8 mph, compared with 21.8 to 15.8 mph when included. This supports the descriptive direction, not an exact causal effect or an assurance of unique vehicle counts.

Alternative weights are supporting mean sensitivities: equal nonempty session, equal date, or equal shared weekday. Within each unit, readings are pooled first. Shared-weekday comparisons change included observations as well as weights and cannot remove confounding. Leave-one-date-out ranges omit one date in one phase at a time; these are sensitivity ranges, not confidence intervals. These checks do not reweight percentiles or threshold shares. No hourly full-day, geographic-point, statistical-significance, injury-risk or causal claim is made.
